Ukrainian farmers look forward to the final approval of the ATMs rollover, as the adopted safeguards undercut Ukraine’s ability to support itself
The Ukrainian farmers and agriproducers, represented by UCAB (Ukrainian Agribusiness Club), take note of today’s vote in the European Parliament Committee on International Trade (INTA) regarding a fresh compromise on the ATMs rollover for Ukraine. We hope that the vote paves the way for the speedy adoption of the draft regulation at the European Parliament plenary session and the EU Council without further undue delays.
UCAB members also regret that the safeguard measures adopted without any economic justifications will seriously limit Ukraine’s ability to support itself economically in the face of the mounting costs of the Russian invasion. Regretfully, short-sighted political interests prevailed over the sense of solidarity and urgency to act. Meanwhile, UCAB members call upon the European Commission to adopt without delay an implementing act, as envisaged by the ATM Regulation, to establish modalities for monitoring imports of products subject to the safeguards. The results of the monitoring should be promptly shared and discussed with the Ukrainian side, including representatives of the Ukrainian agricultural producers. Should the monitoring results convincingly demonstrate the lack of any negative impact of imports on the EU market and the competitive position of the European producers, the European Commission must refrain from applying any restrictive measures under the name of safeguards which threaten to undercut Ukraine’s ability to support its economy. Europe’s solidarity with Ukraine must be upheld with deeds, not words alone.
