UCAB welcomes a decision of the European Commission to submit proposals concerning recognition of the seed certification system in Ukraine equivalent to the EU requirements.
The decision dated 7 April 2020 was published on the official website of the European Commission (Proposal for a Decision of the European Parliament and of the council).
This document specifies that according to the European Commission's examination of legislation, there are regulations in Ukraine ensuring the same level and procedure of the seeds examination, identification, marking and control as established in the EU. The decision states:
1) Expediency of recognition of the Ukrainian seeds and permit for circulation in the EU;
2) Boosting of seeds trade between Ukraine and the EU;
3) By virtue of investment of the European seed companies into seed growing in Ukraine, the production facilities across Europe will be diversified thus reducing the risks of production in one climatic zone;
4) Recognition of the equivalent certification system will maintain continuous supply of high quality seeds to the EU.
‘The issue of recognition of the seed certification system has been repeatedly raised during meetings of the government, the Ministry of Economy, the Ministry of Foreign Affairs, seed business and associations with representatives of the European Union noting about positive results, which were confirmed by the EC audit, and it was indicated in the decision as well. It is a result of the fruitful work of the Ukrainian politicum to help Ukrainian business and open new markets. Without any doubts, this decision should be further supported by the European Parliament, and here in close cooperation with the Ministry of Economy the business will proceed its activity to facilitate adoption of this decision’, pointed out Oleh Nesterov, Coordinator of the UCAB Committees.
