Ukrainian exporters actively use the EU non-tariff custom quotas

In accordance to the European Commission information, Ukrainian agro and food producers have fulfilled in 1H 2016 non-tariff EU quotas for nine groups of products, such as: natural honey, sugar, cereals and flour, wheat gluten and malt, processed tomatoes, grape and apple juice, oat, wheat, wheat flour and granules, corn, corn flour and granules. Main quarterly quotas for poultry meat and prepared semi-finished products were closed in both 1Q and 2Q of the current year.

Next products’ groups by the rate of fulfillment are barley, barley flour and granules – 31% used; glucose and glucose syrup -  18,8%; cereals, corn production waste and tails – 18,6%; barley – 16,4%; processed sugar products – 8,1%; ethanol – 4,6%; processed grain products – 1,9%; food products – 0,2%; sugar corn – 0,2%.

During period of the FTA in action, beef, pork (main and additional), eggs and albumins (main and additional), butter and dairy paste, milk and cream, condensed milk and yogurt, milk powder non-tariff quotas have not been used. Ukrainian producers have not fulfilled mentioned quotas volumes due to the problem of absence of required EU compliance certificates, as a result of a high cost of certification procedures. Only twelve dairy production Ukrainian enterprises have passed the certification procedures and acquired the right for dairy products’ export to the EU. In the end of April initial supplies of Ukrainian dairy products were organized to Bulgaria. Disruption of trade with Russia has caused a list of logistic issues in export not only to the RF, but also to other destinations of Central Asia region. As a result, the EU members become a major destination of Ukrainian agricultural export. Nowadays Ukrainian priority is an increase of non-tariff quotas’ export volumes to the EU countries for such products group, as: poultry meat, semi-prepared products, honey, sugar, processed tomatoes and apple juice. “Ukrainian productions’ capacities allow export increase but high custom duties cease deliveries to outside of the country and mentioned products’ quotas were used in first months during passed years. Increase of quotas for noted goods’ groups support high value added products export resulting in economic growth and lowering the role of Ukraine as “resource export state”, - said Daria Grytsenko, UCAB’s expert.

Additional Ukrainian priority in foreign trade products are grains, cereals and made products of those. Those are: soft wheat, wheat flour and granules, corn and corn flour and granules, barley, barley flour and granules.
