Adoption of the draft Law No.0906 will allow to control epizootic welfare situation more efficiently, - UCAB

Major agricultural associations applied to Oleksandr Bakumenko, the Chairman of Agricultural Committee of Verkhovna Rada of Ukraine, to support the draft Law of Ukraine ‘On State control aimed to assure compliance with legislation regarding safety and quality of food products and forage, animal health and welfare’, registration number No.0906 dated 27 November 2014. The relevant letter of application was signed by the following: Agrarian Union of Ukraine, Association ‘Union of Poultry Farmers of Ukraine’, Ukrainian Agribusiness Club, All-Ukrainian Agrarian Council and Meat Production Industrial Corporation. 

In compliance with Ukraine–European Union Association Agreement, our country is to implement an equivalent European control system for food quality and safety.

On September 20, 2015 the new European integration law ‘On general principles and requirements for safety and quality of food products’ came into effect. Implementation of the effective control system for food safety should be the next step in this direction.

As of today, Verkhovna Rada of Ukraine is considering the draft Law of Ukraine "On state control aimed to assure compliance with animal welfare’ (registration number No.0906 dated 27 November 2014) drawn up with participation of the experts from the European Union and harmonized with the basic European legislation in this area – Regulations (EC) No.854/2004, Np.882/2004, No.669/2009, Council Directive No.97/78/EU.

‘For all participants of the market, regulation set out in the above-mentioned draft Law is a confirmation of the European way of development ensuring implementation of systemic changes in the production industry as well as safety and quality control of agricultural products’, stated in the application letter.

Adoption of this draft Law, according to signors of the letter, will significantly enhance efficacy of the Law of Ukraine ‘On basic principles and requirements for safety and quality of food products’, and its provisions will enable to establish more effective control and influence on the epizootic welfare situation that is permanently getting worse.

Enactment of the draft Law will allow to prove that the Ukrainian system of veterinary service, level of state control of animal health and welfare may be predictable, safe and of good quality. That is the guarantee and basic precondition for further export of the Ukrainian animal products not only to the EU market but to the other countries as well.

The bill creates an effective instrument to provide the state guarantees for trade partners of Ukraine and is eagerly anticipated by the competent authorities of existing and potential trading partners.
